Interim Chief Executive Officer

Tony Hayes is the Interim Chief Executive Officer of Carolina Small Business Development Fund (CSBDF). He is also the President and CEO of Trancas, a leading business strategy and consulting firm that focuses on small firm growth within North Carolina’s American Indian community. He has over 30 years of management experience across the public and nonprofit spectra, having served in senior leadership roles at organizations like Texfi, Starwood Hotels, and Duke University. Tony's role at CSBDF is bolstered by decades of experience in community and economic development. He has lead North Carolina's Indian Economic Development Initiative for over a decade. The Initiative is a community organization that supports and advocates for the state’s eight recognized American Indian tribes and other under-served constituencies. His passion for the needs of diverse small businesses is rooted in his experiences as Chairman of the Occaneechi Band of the Saponi Nation Indian Tribe in Alamance County. He is also the Vice Chair of NCIFund (part of the Conservation Fund). Tony holds a Bachelor of Arts in History from the University of Miami.

Jeff Roegge acts as the interim Chief Operating Officer for Carolina Small Business Development Fund (CSBDF). Prior to his current role, he was the SBA Southeast and Mid-Atlantic Division Manager for Atlantic Capital Bank. He has extensive work in small business lending, having also served as the SBA Team Lead for SunTrust Bank. Jeff has worked in the finance industry since 1993 and has specialized in SBA Lending since 1997. His experience includes all facets of the industry - loan servicing, underwriting, sales, and management. In addition to his experience working for large regional banks, he spent 4 years managing BizCapital BIDCO, a business and industrial development company owned by Atlantic Capital Partners. In that role, he oversaw receiving, monetizing, and deploying New Market Tax Credits. Jeff holds a Bachelor’s of Science in Business Administration from Southern Illinois University and a Master of Business Administration from Washington University’s Olin School of Business. He is proud to be a veteran of the US Navy.

Prior to CSBDF, Krystin worked as the Finance Specialist at the WakeMed Foundation in Raleigh, NC and prior to that as the Controller at Triangle Community Foundation in Durham, NC. Krystin received her Bachelor of Arts in Environmental Studies from Alfred University in upstate New York and has a current CPA certification in NC.

Mark Royster, Jr. serves as the Carolina Small Business Development Fund’s Vice President of Business Lending. In this position, he manages the underwriting and loan servicing processes.
He also assists with portfolio management, risk analysis, and loan servicing. Prior to CSBDF, Mark worked with Mechanics and Farmers Bank where he served as a Vice President in Credit Administration. Mark is a Veteran of the United States Marine Corps.

Joe Battle serves as Carolina Small Business Development Fund's Vice President of Business Services. In this position, he is responsible for working with potential and existing borrowers by providing business services and coaching to help them receive a loan through Carolina Small Business. Prior to Carolina Small Business, Joe served as a business counselor for the Small Business Technology Center. Joe is also the co-founder and principal of Success 360i. Joe obtained his bachelor’s degree in computer science and Master of Business Administration from Duke University.

Jamie McCall

Vice President, Policy and Research

Jamie McCall serves as Vice President of Policy and Research. In that role he conducts analyses which spotlight the importance of small and medium-sized businesses for sustainable and effective regional growth. Previously, he worked for the state's nonprofit Economic Development Partnership of North Carolina (EDPNC) as a Senior Research Analyst. His research on topics related to community and economic development have appeared in multiple peer-reviewed scholarly journals including Economic Development Quarterly, Public Administration Review, and Social Science Quarterly. In addition, he has authored several academic book chapters on development policy for volumes issued by publishers like Congressional Quarterly Press. Jamie holds a Master of Public Administration degree from UNC Chapel Hill’s School of Government and received a Bachelor of Arts in Political Science, Philosophy, and Religion, summa cum laude, from UNC Pembroke.

Lori Diaz serves as Compliance Officer and Special Initiatives Manager. Prior to Carolina Small Business, she worked as a Logistics Officer at Sanut, a leading producer in the agricultural sector in the Dominican Republic. Following this, she found her true career passion when she started working at ADOPEM, a Community Development Financial Institution. She worked at ADOPEM for three years, first as a Project Coordinator and subsequently as Deputy Project Director, where she managed multiple projects objective of providing financial assistance and training to small business owners who experienced barriers accessing capital. Lori holds a Bachelor's and Master's degree in Business Administration from Utah State University.

Prior to working at CSBDF, Emily worked for Duke University’s Office of Development during their Duke Forward capital campaign. Zurilma Anuel serves as the Latino Program Director. In her position, she directs the Latino Program, underwrites loans and provides one-on-one training and business coaching. Prior to coming to Carolina Small Business Development Fund, Zuri worked as a business lender and Latino Program coordinator for Mountain BizWorks. Zuri also worked for Wells Fargo as a personal banker for 11 years. Zuri earned a bachelor’s degree in commercial and financial administration from Central University of Caracas. Germaine McIver-Cherry serves as the Director of the Innovation and Entrepreneurship Center (IEC). The IEC grew out of a partnership between Carolina Small Business and Shaw University and provides programs designed to deliver a practical experience to enhance the entrepreneurial, intrapreneurial and innovative minds in the community. Germaine also assists potential and existing borrowers by providing "end-to-end" technical assistance and coaching to help nurture, grow and strengthen entrepreneurs and small business owners throughout the success of their business. Additionally, Germaine works on developing sustainable partnerships between Carolina Small Business and HBCUs across the state.

Sharon Oxendine serves as the Director of the Western Women’s Business Center at Carolina Small Business Development Fund in Asheville, NC. She provides one-on-one counseling and business services to women entrepreneurs. She also markets CSBDF’s lending program and originates loans in underserved markets in Western North Carolina counties. Sharon has over twenty years of non-profit experience, which includes business, financial and human services management. She has worked in the Western North Carolina area for over eleven years offering business training, lending and support. Sharon received the 2008 SBA Women’s Business Champion for the State of NC. Sharon studied at Central Wesleyan College and has a Bachelor of Arts in business management.

As Director of the Veterans Entrepreneurial Program, Robert Rehder is responsible for offering entrepreneurial opportunities to all veterans and spouses by sharing technical business training and capital access. He is responsible for building relationships and sourcing veteran loans throughout North Carolina. Prior to joining Carolina Small Business, Robert was Director of the Veterans Business Outreach Center at Fayetteville State University’s School of Business and Economics where he served for six years. The Center is a division of the U.S. Small Business Administration. Before joining Fayetteville State, he was president and CEO of William H. Swan & Sons, Inc. where he served for 20 years in the maritime shipping and supply industry. Rehder holds a North Carolina Small Business Counselor Level III Certification and is the author of the book: START-UP- A Sixty Minute Guide to Starting YOUR Business. A U.S. Navy veteran, he holds a BA from the University of North Carolina at Wilmington and a Master of Business Administration degree from Old Dominion University.

Mic Alexander serves as Business Adviser for the Southwest region. Prior to joining Carolina Small Business Development Fund, she was a serial entrepreneur for more than 30 years. Her past leadership roles include serving as the former CEO of The Overflow Corporation – a manufacturing company - for 17 years and President of Image Wealth Management – a leadership development training company - for 10 years. She is one of the first United States Citizens to be certified in Emotional Intelligence (EI) by the International Society for Emotional Intelligence (ISEI). She received her process/coaching certification from the Advanced Coaching and Leadership Center. Ms. Alexander has received numerous business awards including the Chamber’s Entrepreneur of the Year, the Business Journal’s Women in Business Award and the Largest Minority Business Award to name a few.
